เนื่องจาก OBD-II มีผลบังคับใช้ในประเทศเอมริกาในปี 1996่ จากประโยชน์ที่ได้รับ ทำให้บริษัทผู้ผลิตรถยนต์ ต่างๆนำมาใช้กับรถยนต์ที่จำหน่ายนอกประเทศอเมริกาด้วย แต่อาจช้ากว่าอเมริกาบ้าง ประเทศทางแถบยุโรปได้กำหนดมาตรฐาน EOBD ขี้นมาการเหมือนกัน พอสรุปได้ดังนี้

รถยนต์ที่จำหน่ายตั้งแต่ปี 1996 จะต้องมีระบบ OBD-II (ในอเมริกา ในไทยอาจช้ากว่าในบางรุ่น)
